To conduct a street collection in Cornwall, we must apply for a permit from Cornwall Council ensuring all details about the charity, collection date, and location are provided.
Eligibility and Purpose
A street collection permit is required for any fundraising in streets or public places for charitable or other approved purposes. This includes thoroughfares and areas accessible to the public. Direct debit fundraising is not covered by this permit requirement. The collection must benefit a registered charity or approved fund, and written consent from the charity is legally required if you are collecting on their behalf (Charities Act 1992).
Application Process
- Police Consultation: The application is referred to the Police for comment. If there are no objections, a licensing officer can issue the permit. If necessary, the application may be referred to the Co
- uncil’s Miscellaneous Licensing Committee for a decision
- Tacit Consent: If we do not receive a response within 28 days, we may assume the permit is granted, but we must have the licence in hand before collecting.
After the Collection
Within 28 days of the collection, we are required to submit a return form detailing the proceeds and any deductions
